Sophia Kagan brings more than 12 years' experience of working with the United Nations on labour migration issues, including in the context of fair recruitment, migration from climate change-affected communities, access to justice and the care economy. Over the last 6 years, Sophia has been leading a regional project focussing on the rights of migrant domestic and care workers in the Arab States and looking at ways to ensure their protection and empowerment. The topic of the care economy is critical to the Arab States, where a mixture of demographic changes (including a gradually ageing population) and under-spending in public care, could result in an impending care crisis.

Prior to joining the ILO, Sophia had a legal career in regulatory reform in the public sector, while also providing pro bono work to asylum seekers in Australia.

She holds a MSc in International Development Management (London School of Economics and Political Science), Bachelor of Laws (Hons) and Bachelor of International Relations (Monash University).
